During the sixth five year plan a post of Planning Officer has been created and fielded to coordinate Dzongkhag Development Activities with different sectors at the Dzongkhag. At a later stage, under the Dzongkhag Administration and Management Sector a Dzongkhag Planning Service Division has been established with the objective to generate collaborations efforts of various development sectors and adopt integrated approach of planning at the Dzongkhag Level. Secondly, to build up capacity of the Dzongkhag and Gewogs in respect of Planning, monitoring and Evaluation of Development activities.
The basic responsibilities of the Division are as follows:
1. Preparation of Five Year and Annual Plans of Gewogs and Dzongkhag in consultation with Gups and Sector Heads.
2. Prepare and coordinate adhoc development projects proposal suitable to local conditions for financing by donor agencies.
3. Compilation and submission of Progress reports to the government from time to time.
4. Conduct training and build up capacity of GT and DT members on planning, budgeting, prioritization and reporting system.
Outcome / Result
1. Five Year Plan of the Dzongkhag and Gewogs submitted and approved
2. Annual plans are regularly submitted and confirmation is given by July every year by the government.
3. Adhoc project proposals like Constituency Development Grants (CDG) and Small Development Project (SDP) Activities were submitted and approved for implementations.
4. Quarterly Progress Reports are compiled and submitted on quarterly basis for all the Sectors.
5. Plan and Priortization training for GT members imparted during 4th quarter of 2009-2010.
6. Planning and Monitoring System (PLAMS) training provided to all Sectors during third quarter of the 2009-2010.
